Insulation
The function of insulation is to stop thermal conductivity; it is not used to prevent air infiltration. Insulation should be installed in the ceilings above the living spaces.
All attic access doors, hatches, panels and whole house fans should be insulated and weather-stripped. Between 20% & 40% of the house heat can escape thru an un-insulated attic access opening.
Pull Down Ladders
When insulating over a pull down ladder, install a plywood box, hinged on one side over the ladder. Then install rigid foam insulation around the inside of the box to prevent the house heat from escaping into the attic. Weather stripping the cover will help keep the air in the house.

Whole House Fans
When insulating over whole house fans that installed in the house ceiling, install a plywood box with rigid foam insulation around the inside of the box. Hinge the box and install a rope and pulley, down into a closet to open and close the hinged box when using the fan.
